SALINE: Home-based businesses may be given more freedom under

Residents in certain parts of town could be allowed to let their home-based business expand under a proposed zoning amendment.the City Council and the Planning Commission met July 25 to try and reach a consensus on a proposed law that would free up business owners to expand. while the Planning Commission was on board, many on the City Council needed to be convinced the law would not destroy the relative tranquility of residential areas.the proposed ordinance calls for home-based businesses to have an accessory building no larger than 1,000 square feet and one employee who is not a family member. This is a change from the existing rules that govern home-based occupations.the new law would limit these types of operation to a set number of streets in the city that serve as collector or arterial streets to Michigan Avenue.

The City Council rejected the proposal earlier this year, but many members softened their views after learning about the limitations. Those constraints are designed to allow home-based businesses to grow without turning quiet neighborhoods into a bundle of wildcat stores."This is not designed to be citywide," city engineer Gary Roubal said. "they will never get beyond streets that carry large amounts of traffic."Those streets include Michigan Avenue, Ann Arbor, Monroe, Bemis, Woodland and Maple Road. the ordinance doesn?t allow such businesses to go into a residential neighborhood, Roubal said.Advertising will not be permitted to prevent excess traffic on residential streets. most of the businesses will be quiet, non-intrusive enterprises such as Avon, Mary Kay or Internet-based.Private contractors who are required to advertise their address will be exempted.Residents will have to apply to the city for a permit that will have to be renewed annually. the properties only will be allowed to have one accessory building of up to 1,000 square feet, which may include a garage.
